WHO/Europe, in collaboration with the WHO Country Office in the Republic of Moldova and national partners, will conduct a WHO QualityRights capacity-building training and follow‑up visit in Chisinau, Republic of Moldova.
The training and visit come as part of the “Health Resilience in the Eastern Partnership” project, a multi-year partnership funded by the European Union through the European Commission’s Directorate-General for Enlargement and the Eastern Neighbourhood (DG ENEST). The visit is also part of ongoing support to mental health system reform in the Republic of Moldova and aims to strengthen the implementation of the WHO QualityRights initiative across mental health services.
Building on previous WHO QualityRights training activities, the follow-up visit will bring together international experts, national authorities, mental health professionals and service managers to further strengthen implementation capacity, support national dialogue and identify practical next steps for advancing rights-based mental health care in the Republic of Moldova.
The training agenda will include the following.
- Review recent developments and progress in ongoing mental health-care reform in the Republic of Moldova.
- Engage with clinical staff and managers on the implementation of the WHO QualityRights tools in mental health services.
- Explore outstanding challenges in reducing restrictive and coercive practices.
- Promote recovery‑oriented approaches and alternatives to seclusion and restraint.
- Share practical experiences and examples from international practice.
- Acknowledge positive developments and identify priority actions for QualityRights implementation.
The event will bring together representatives of the Ministry of Health, Nicolae Testemitanu State University of Medicine and Pharmacy, WHO/Europe and the WHO Country Office in the Republic of Moldova, as well as coordinators of the national mental health programme, mental health service managers and clinical staff and international QualityRights experts and trainers. The programme will include technical sessions, discussions with clinical teams and consideration of action plans to support the further implementation of QualityRights.
This event marks a significant step in the Republic of Moldova’s ongoing mental health reform, translating QualityRights principles into concrete institutional commitments and practical next steps. By uniting national authorities, clinical teams and international experts, the event will strengthen the foundations for a rights-based, recovery-oriented mental health system, reinforcing the Republic of Moldova’s determination to build services that uphold the dignity and well-being of all.
