Monitoring and evaluation framework for the WHO European framework for action to achieve the highest attainable standard of health for persons with disabilities, 2022−2030

Overview

This document presents the monitoring and evaluation framework (M&E framework) for the WHO European framework for action to achieve the highest attainable standard of health for persons with disabilities 2022–2030 (framework for action). It supersedes Annex 2 of the Implementation plan and monitoring and evaluation framework of the WHO European framework for action to achieve the highest attainable standard of health for persons with disabilities, 2022–2030 and provides detailed guidance for monitoring disability inclusive health indicators, as per consultation with WHO European Region Member States in September 2025. It has been developed in response to WHO Regional Committee for Europe Resolution EUR/RC72/R3 Add.1 of 2022 titled Seventy-second Regional Committee for Europe: Tel Aviv, 12–14 September 2022: financial and administrative implications for the Secretariat of resolutions adopted by the Regional Committee: The WHO European framework for action to achieve the highest attainable standard of health for persons with disabilities 2022–2030, which urges Member States to develop actions and evaluation mechanisms, guided by the implementation plan and monitoring and evaluation framework. This document translates the framework for action into measurable indicators and reporting mechanisms that support accountability, policy development and continuous improvement. To support consistent and comparable monitoring, the M&E framework adopts a functional understanding of disability aligned with the International Classification of Functioning, Disability and Health and emphasizes disability-disaggregated data collection. Seven indicators – three strategic and four outcome-level – were selected through consultation with Member States, WHO technical units and civil society stakeholders.
