Evaluation of WHO contribution in Tunisia (2019-2023): web annexes

Overview

Strengthening health systems and responding to evolving public health challenges remain central priorities for countries undergoing demographic, epidemiological and socio-economic transitions. This document presents the web annexes to an independent evaluation of the World Health Organization’s contribution in Tunisia over the period 2019–2023, providing the methodological and analytical foundations underpinning the assessment.

It compiles detailed supporting materials, including the terms of reference, evaluation framework, theory of change, data collection methods, stakeholder analysis and performance indicators, as well as contextual information on Tunisia’s health system, policy environment and key health challenges. The annexes describe the evaluation’s scope, objectives and questions based on established criteria such as relevance, effectiveness, efficiency and sustainability, and outline the mixed-methods approach used to assess WHO’s contributions across organizational levels. Designed to support transparency, accountability and organizational learning, the document facilitates validation, interpretation and reuse of the evaluation findings by policymakers, evaluators and technical partners involved in health system strengthening and strategic planning.
